in certain cases we have to supply goods even if the tdl is not allowing to raise new bill due to overdue payments ?

Your query seems to be a third-party developed TDL related, so I request you to approach the TDL vendor's support desk.
In default Tally, if you define a credit limit let say 10,000 to a particular customer then Tally will not allow you to record new sales if Outstanding is exceeding the credit limit.
If you define Credit Days then Tally just shows a pop-up alert mentioning the party is having overdue payment but it will not restrict, it will allow you to record new sales.
